Always Free A1 instance disabled – unable to resize from 4 OCPU/24GB to 2 OCPU/12GB

My long-standing OCI Always Free Ampere A1 instance has been administratively disabled, and I cannot resize it to comply with the updated Always Free allocation.

Hello,

My OCI Always Free Ampere A1 instance in eu-frankfurt-1 has been disabled and I am unable to perform any actions on it.

Shape: VM.Standard.A1.Flex
Current configuration: 4 OCPUs / 24 GB RAM
Target configuration: 2 OCPUs / 12 GB RAM

I opened Edit shape, selected 2 OCPUs and 12 GB RAM, and attempted to save the change. OCI rejected the resize with the following API error:

“Instance is disabled and will not accept any action requests. Please contact customer support to reenable.”
