I'm getting a generic "an error occurred while creating your account" error every time
I try to sign up for Oracle Cloud Free Tier. I've tried multiple times across different
browsers, with careful re-entry of all information: valid physical Mastercard, name order
matching my card exactly (First Name/Last Name), accurate billing address, and a monitored
email. Card verification always succeeds, but account creation still fails with the same
