Title: Both of my Always Free A1 instances were disabled — please help re-enable them

Hello Oracle OCI Team,

I have an OCI Always Free account with two VM.Standard.A1.Flex instances.

Both instances were disabled after the recent change to the Always Free Ampere A1 resource allocation. They are now in the Disabled state and cannot be started or resized.

The console reports that the instances are disabled and will not accept action requests.

I understand that the Always Free A1 allocation has been changed to a total of 2 OCPUs and 12 GB RAM, and I am willing to reduce my A1 resource usage to comply with the new limits.

However, because the instances are already disabled, I cannot resize them myself.
