Free Tier to Pay As You Go upgrade stuck in progress

Hello Oracle OCI Team,

I requested an upgrade of my Oracle Cloud account from Free Tier to Pay As You Go several days ago, but the upgrade is still stuck in progress.

The card verification/authorization was successfully processed and has already been reversed by my bank, but the OCI Console still shows:

“Your upgrade is in progress. You will receive an email confirmation when your upgrade is completed.”

My Oracle Cloud account still appears as Free Tier and the upgrade has not been completed.

This is seriously affecting a production environment and I urgently need the Pay As You Go upgrade to be completed.
