Always Free A1 instances disabled and cannot be started after reducing resources to 2 OCPU / 12 GB

Summary:

Both of my Always Free VM.Standard.A1.Flex instances are disabled and cannot be started, despite being within the current Always Free limits.

Content (please ensure you mask any confidential information):

Hello,

I have two VM.Standard.A1.Flex instances in my Always Free tenancy in the Frankfurt home region (eu-frankfurt-1). Both instances are currently Stopped and Disabled and cannot be started.

The console shows the following error when I try to start them:

"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

On August 18, 2026, I reduced the resources of my A1 instances. After the reduction, both instances successfully started and worked normally. They were running successfully after the change. At a later point they became Disabled. I do not know the exact time when this happened.
