Journey to assign to ALL Pending Workers except specific legal employer and job assigment

Summary:

There's an existing Journey that will be assigned on action Hire, Add Pending Worker.

In our requirements, we need to assign the journey to ALL pending workers except to those PWK with Legal Employer name "X" and job is either "AB" or "CD".

The Action Hire and Add Pending Worker have been configured in journey it self. For the LE and Job assignment, I have to create the fast formula. Seems that its a straight forward code but its not working as expected. I have tested it as well in Absence Management to check the logs and its pulling the correct values.
