The client needs to configure a benefits plan with fixed per-dependent costs based on age bands:

- 0 to 12 months: fixed amount X per dependent
- 13 months to 5 years and 11 months: fixed amount Y per dependent

Our suggested approach was to create two separate health plans, one per age band. However, this solution presents a significant operational limitation: when a dependent has a birthday and moves to the next age band, they would need to be manually unenrolled from the current plan and re-enrolled in the new one, creating administrative overhead and a risk of human error.
