How to use "Mark for Deletion" to delete a duplicate row in the Workbook?

Summary:
I'm working in the Benefits Service Area workbook and have identified duplicate ZIP code ranges associated with a benefits plan service area. I want to do a cleanup and delete the duplicates, FYI - the duplicates have been end dated. I tried to set the Mark for Deletion to 'Y' and then perform an upload but that did not work.
