Why does hire assign only Life Event usage, not Unrestricted?

Hi everyone,
In Configure Default Benefits Relationships, we have two rows for Brazil, both using the Primary work relationship model and the Default relationship, effective 01/01/1951 – 31/12/4712:
- Benefits – Life Event
- Benefits – Unrestricted
When a new worker is hired, the default benefits relationship (DFLT) is created automatically, but only with the Life Event usage. The Unrestricted usage is not assigned, so we have to update the worker manually (Benefits Relationships > Update).
We also run Assign and Update Benefits Relationships on a schedule, with all three options checked (create default configuration, life event, unrestricted).
