Oracle Cloud Free Tier to PAYG Upgrade Stuck in Progress Since October 12

Hello everyone,

I submitted a request to upgrade my Oracle Cloud Infrastructure account from Free Tier to Pay As You Go (PAYG) on October 12, 2026.

The card verification process appeared to complete successfully. A temporary authorization charge appeared on my card and was subsequently refunded.

However, my Oracle Cloud Console still shows that the upgrade is in progress, and I have not received a confirmation email.

It has now been five days, and I would like to know whether this delay is normal or whether any additional verification is required.

Could someone please advise me on the appropriate next steps to get my upgrade reviewed?
