Always Free Instance stuck in MODIFIED state and cannot reboot or terminate - ap-chuncheon-1

Hello,
My Always Free instance has been stuck in the "MODIFIED" state for hours.
I have tried to reboot and terminate it via both the Web Console and OCI CLI, but it always returns a 409 Conflict error with message: instance ocid1.instance.oc1.ap-chuncheon-1.an4w4ljr5i4rfnyc7e52ydikxntm5f3nb43iksf535flxxznuy4ffvqop57q is currently being modified, try again later.

I have already submitted a terminate operation. Since reboot is not available, please help delete this instance on the backend. CRITICAL: The boot volume must be retained after instance deletion.
