Urgent recovery blocked by A1 capacity in Mumbai AD-1 — original disks and backups preserved

Summary:

Our business accounting system, client records, and quotations are inaccessible after our Free Trial expired.

Following Oracle support’s advice, I created full backups of both disks, confirmed both backups were Available, and terminated the disabled VM while preserving its disks.

Location: ap-mumbai-1 (Mumbai), AD-1
Original system: VM.Standard.A1.Flex, Oracle Linux 9.8 aarch64
Boot volume: 47 GB, preserved
Data volume: 150 GB, preserved
Full backups of both: Available

Creating a replacement from the original boot volume fails with “Out of capacity,” at both 2 OCPUs / 12 GB and 1 OCPU / 6 GB. Fault-domain selection is automatic. Retrying after waiting has not helped.

Live chat directed me here. I need an Always Free recovery path only; I cannot proceed with a paid upgrade.
