OCI Free Tier A2.Flex instance disabled — unable to start

Summary:
My OCI Free Tier VM.Standard.A2.Flex instance in Frankfurt is stopped and cannot be started because the console reports that it is disabled. I need help identifying the reason and the steps required to restore access.

Details:

  • Region: eu-frankfurt-1 (Germany Central / Frankfurt), AD-2
  • Shape: VM.Standard.A2.Flex, 4 OCPUs, 24 GB RAM
  • OS: Ubuntu 24.04 Minimal aarch64
  • Instance created: August 20, 2026
  • Current state: Stopped

When I click Start, the console returns:
"Unable to start instance: Instance [OCID omitted] is disabled and will not accept any action requests. Please contact customer support to reenable."

The hosted website is unavailable and SSH connections time out. I can still sign in to the OCI Console. There are no relevant announcements explaining the disablement, and the instance Work requests list is empty. Both technical and billing support request pages show that this tenancy is not eligible for Oracle Support. The Ask Oracle assistant did not identify the account-specific cause.
