Error while evaluating retiree plans

I am getting the below error while evaluating the life event for the retiree program.

The payroll relationship or the assignment identifier is invalid for the element Medical. (PAY-1635919) Details: Check if the person has a payroll relationship record. You would also get this message if you're trying to create an assignment level entry, but have provided a payroll relationship ID or vice versa. In such a case, check if the identifier corresponds with the element type.

The standard rate is created with Value passed to payroll set to: Communicated amount.

Element is created : Payroll relationship level.

Note: There is no payroll relationship attached to the retiree as employee doesn't have salary.
