E2 Micro unavailable in Chicago despite 2 available cores in AD-2

Summary:

Hello Oracle Cloud Community,

I am using an Oracle Cloud Free Tier account with Chicago (ORD) as my home region.

I am trying to deploy an Always Free VM.Standard.E2.1.Micro instance, but the shape does not appear in the Compute instance creation options.

Here is what I have verified:

  1. The Compute service limits page shows 2 available E2 Micro cores in AD-2, with zero usage.
  2. I have no existing compute instances.
  3. The E2 Micro shape is missing from the Console's shape selector.
  4. OCI CLI shape-list queries return no E2 Micro results in AD-1, AD-2, or AD-3.
  5. Terraform deployment in AD-3 failed with
