Urgent data recovery: existing boot volume blocked by A1 capacity

Urgent request for a supported path to retrieve existing data from an Always Free boot volume when A1 capacity is unavailable.

Hello Oracle team,

I can access my OCI account, but the original compute instance is no longer present. The original 200 GB boot volume and two backups remain AVAILABLE in Ashburn AD-2. I need to retrieve all existing files today and preserve these resources during recovery.

Replacement VM.Standard.A1.Flex launches using the existing boot volume at 1 OCPU/6 GB and 1 OCPU/1 GB have failed with “Out of host capacity.” Capacity reports also show OUT_OF_HOST_CAPACITY across all three fault domains in that availability domain.
