Continue button is disabled after an employee makes elections in only one of the two programs available

We have two benefit programs available for employees - one for Health and the other for retirement savings (which is unrestricted enrollment). When an employee makes elections to Health Benefits program but not in R

etirement Savings program, the "Continue" button to post-enrollment section is disabled. It will be enabled if the employee goes into Edit, Review and Submit (without making elections) to the retirement savings program. Inspite of the employee having pending actions, the continue button is disabled. Have any of you experienced this issue? If so, can you share how this is resolved, please?
