Delegate approval notifications is not sending bell notifications to delegate owner

We are testing delegate functionality for Reqs and we see that both the owner (User A)  and delegated person (User sees in thier  approval tasks. But the owner (User A) does not recieve  email or bell notifications for approval. Only the delegated person (User recieves the bell notifications and email. Note that User A delegated PR approvals to User B.

is this a bug or standard functionality? is there a way that User A also gets the bell notifications and emails similar to User B?
