At least one mandatory Report Filter

I am creating a Report on Incidents and in that Report, I have multiple filters like Incident Ref#, Organization Name, Asset Name, etc.

But I do not want any User to just do a blind search without putting any filter, as we have huge data.

I want to make at least one filter to be mandatory. I cannot directly make the Incident Ref# or the Organization Name or the Asset Name filter as mandatory. Out of these 3 filters, a user has to at least select one of them.

How can I achieve this requirement. Can I write a validation script or is there any other way?
