I have set up a cloned workflow to sort our Tier 2 and Tier 3 Applications.. I then followed the directions - a few times now - to set up the Tier 2 and 3 status', invitations and application workflow edits..

As background, our goal is to have Tier 2 invite Candidates to supply information on best interview times, Tier 3 would then request References should the Candidate move on..

To support this there is a status of "Invite for Phone Interview" that once chosen produces the Invite button and displays the correct Invite copy.. Once the Invite has been sent the status changes to "Invited for Interview".. Similar things have been set up for  "Reference Request" ..
