Taleo I-9 not book of record

I found language in a document stating that the I-9s in Taleo aren't meant to be the official book of record, but I can't find that specific document.

If anyone knows where this verbiage is stated, please let me know.

Sorry for the ridiculousness of this question. I hate finding out something really important but then not being able to find it again for the life of me. But I'm at a loss and could use some help in tracking this down.
