Moving Translated Talent Configuration from environment to environment in R11 or later

Summary

What is best practice or tool to use to migrate translated talent configuration across multiple environments

Content

When migrating from test environment to another environment, what is the best practice in Release 11 or later to migrate multiple language translations of configuration? We have over 20 languages being implemented which includes 20 translations of talent configuration (performance templates, goal plans, etc). Since we are translating and validating in the test environment, we want to use the appropriate tool / use best practice to migrate the configuration including all language translations to another environment like production.
