Not getting Behaviors (Subcompetencies) to appear in performance document

Hi,

I am having trouble attaching behaviors to competencies.  I have followed the instructions provided, ie created the relationship between the two, allocated behaviors to competencies.  I have created job profiles, but in the performance document for the job I only get the competencies - the behaviors are not attached.  Am I missing something?
