OBI Custom Target Value per Recruiter in KPIs

Each of our recruiters has a goal of a specific number of hires per quarter. The number varies from recruiter to recruiter. In KPIs, I can't figure out how to set the individual goal for each recruiter. Does anyone have any guidance on this?
