Help with Duplicate Rows in Candidate Regulations Field

Hello,
I am using the Candidate Regulations "Race" field to report out hires information. I am finding that some hires have two values in this field .. for example "Race- White" as well as a null value. I would like to ensure I only see 1 row per candidate with the max Race value. There are also some hires that do not have any information in this field and it comes through as blank (this is okay, but I cannot use the "Race is not null" filter therefore). I attempted to use the SQL Code below, but it is still removing
