General Referral Report

Hello!

I am trying to develop a report that tracks general referrals - those that have been referred but are not attached to a requisition nor have been contacted by Recruiting. I am having trouble capturing only these candidates - does anyone have any examples of a report like this or can someone give me advice on the values in the subject areas that will help me in creating this report?
