Using TCC to update user account user types or roles

Using TCC to update user account user types or rolesContent
I have used TCC to update a large number of user accounts. The file included an update to the User Type or Role, and instead of overwriting the role it has added the new role. I don't seem to be able to find a way to make the script remove the second role.
Does anyone have any suggestions on how I can use TCC to do this?
