Onboarding transitions langauge challenge: task launching in assignees language, not candidates

We have been testing task launches in Onboarding transitions in local language and have run into a problem whereby the documents are sending in English even when the document is available in local language and the candidates language settings match.  On opening a tivket we were told this is expected behaviour: the user the step is assigned to has a preferred language of English. The task will only populate one version of the PDF per task, and it is based on the preferred language of the assignee.
