No diversity questions on multi-country requisitions

We want to show no diversity questions if we have a requisition in multiple countries

Our Legal department has requested that we display diversity questions for most countries like the USA and India, but to NOT display diversity questions for other countries like Canada and Hong Kong.  This is not a problem for single country requisitions since we will contextualize our diversity questions to a specific country.  However we periodically have multi-country requisitions in the USA and in Canada where the position can be filled in either country.  For those multi-country requisitions, the delivered functionality will show the USA questions, but no questions for Canada.  However, we don't want to show ANY questions - even
