Updating Department from Inactive to Active via TCC

We would like to update filled requisitions via TCC that may or may not have inactive departments

Content

We are trying to update open and closed requisitions with a newly-created requisition field using TCC.  Most of the updates have been successful, but we are seeing errors in others.  With the closed requisitions (filled) we are getting an error message for many of them saying that the department is inactive, so TCC is unable to update (specific error message = The field "Department" must be active).  What we don't understand is that we are able to update this field manually within the UI, but not via TCC.
