We have following requirements and wanted to see what are the different approaches can be taken to achieve this. 

•    Process would include setting Goals Q1 with quarterly check-ins in Q2, Q3, and Q4.
•    No ratings would be included, only comments. 
•    Goals wouldn’t necessarily have to flow over to quarterly documents
