Group Competencies

Is it possible to group competencies into grouping and have an overall comment for the each grouping?

Hello,

I have been asked if it is possible to group competencies into sections and only require that they rate each competency in the section but only have to put in a comment for the overall grouping. 

For example - We would like to group Builds Trust and Values Diversity and Inclusion under Creates and Sustains a Winning Culture. Each competency will need to be rated but we do not want the comment box to shown. We would rather like to have a comment box for the major section Creates and Sustains a Winning Culture. I have attachment with the mock up.
