Is there a way prevent agency attachments from being visible to a candidate?

An agency uploaded an assessment of a candidate to a requisition and the candidate can see it. It was not meant for them to see. Is there a way to change Taleo so that agency attachments are not visible to the candidate? . I see in Taleo there is a flag “Visible by Candidate” and it’s set to Yes for this specific example. The agency attached a screen shot that shows there is no option to choose this flag when uploading an attachment. Please see the attached screen prints.
