Keep columns w zero values on pivot table


I have a pivot table that will not have all the columns generated when I switch results from one manager to other.  how do you keep all the columns even if there is no data for that column?

IE manager A has counts for interview step and manager B does not.. When I go to manager B the interview column is not in the pivot table results.
