Eligibility Profile on Performance Template

If you do not add an Eligibility Profile to the Template, will the review be generated automatically for everyone?

Hello,

I have been doing some work in our Test zone in Performance Templates and I created a Template but did not include an Eligibility Profile. I noticed that everyone then had the document under their Performance Reviews.  If the "Eligibility Profile" section is not populated, will it generate the reviews automatically once the template is saved?
