Manager cannot submit review until employee's self assessment has been submitted

Summary

The manager does not have the 'Submit' option on the Performance review if the employee hasn't yet Submitted to the manager - is there a way to work-around this?

We want the manager to have the ability to submit their assessment prior to the employee submitting their assessment. We see there is a "Bypass Task", but we want the employee to eventually be able to do their Self-Assessment, but the Task goes away when selecting "Bypass Task".  Does anyone have any recommendations?
