If Benefits election is changed to Waived from a different option, Element Entry is deleted

A change to Wavied removes all payroll deduction historyContent
An employee has the option to change his/her elections multiple times during the enrollment window. If the enrollment period extends beyond the coverage start date, it is possible for an employee to have had a payroll deduction for the option initially selected (i.e. Employee Only). If that employee changes the option to 'Waived' within the enrollment period, then it is allowed. However, since the Element Entry is deleted altogether, it has posed a challenge to account for this change on our interface to payroll since the deduction is not end-dated. Instead the deduction (reflected as an Element Entry) ceases to exist. Are there any recommendations on
