RTF Text Box Issues

Have issues changing text formatting in RTF comment boxes.

Does anybody else experience a lot of issues when attempting to edit the formatting of text using the options provided by oracle?  When I try to change the font or formatting of any text in the comment box it will either revert my changes, or do something completely different than what I chose.  We have been having these random issues with these text boxes for a couple of years and was wondering if it is just us or is this a known widespread issue?
