Can any Supervisor apart from Line Manager start the Review process?

Hello Members,

We have a specific requirement where we need to configure the workflow in such a way that the Review Process can be started even by the Supervisors other than the Line(Reporting) Managers.

Eg.: The "Employee A" reports to "Manager A", but also has "Lead A" in between to look after the work of "Employee A". The "Lead A" in turn also reports to "Manager A". Now what is required is that the "Lead A" should be able to start the Performance Review Process, after the Goal setting process ends.
