Formula Help to Pull All Hires For Previous Month And Agent to Send 1st of Following Month

I have a weekly hired report that one user only needs monthly.  I can create a monthly version to save but cannot figure out how to pull the data for the previous month only and agent kick off on the 1st of each month.  I wouldn't think this was too difficult, but looks like I made it that way!
