Is there a way that we can prevent certain groups of people from editing the talent score?

In our organization, we don't want managers to update the talent score while we are conducting Talent Review Meetings, however, it's very difficult to control it. It hampers the talent review meetings. We have noticed that managers are still going to Team Talent and updating talent score on career planning page. We thought of disabling the button but it gets disabled for everyone and we have different divisions they want the button to be enabled.
Has anyone faced the similar issue? Is there a way that we can prevent certain groups of people from editing the talent score?
