completed Worker Final Feedback comments are not visible in Admin Search

HR is not able to see Worker Final Feedback commentsContent
A worker signed the performance form, and submitted it to the manager. The Worker Final Feedback step is completed, and the form is with the manager in the Manger Final Feedback step. When an HR person searches for the form on the Search for My Organization Performance Documents page and open the document, the Worker Final Feedback section is not visible.
Is this a standard behavior??? I expected to see this section since the step is completed.
