Can we by Default Expand Section Ratings and Comments?

Summary

Is there is a way by default to expand the "Section Ratings and Comments" in the Goals section?

Right now you have to click on the icon (See attached image) to expand to see the comments box.  

Note: We do not want to "Show All" the individual goal comments text boxes, just the section level comments text box.
