Is using goal plans necessary?

All,

I am wondering whether the HCM system (Goal Management) requires to use a goal plan for each employee? When I read the documentation I get the feeling that also without goal plan. We just want our employees (or their line managers) to be able to enter goals and we don't need a goal plan.
