Ability to include a "Not Rated" rating within Performacne & Proficiency Rating Models

Has anyone had any success including a "Not Rated" rating level within the performance and proficiency rating models? Client requirement to have this rating, but keep it separate from the calculated rating. This seems to be a fairly straightforward process as my client is not unique in this requirement. Any help would be appreciated. Thanks!
