Single Performance Document - Different Competencies based on level

Can different competencies be included in performance document based on a single template for different types of employees?

Client would like to have different competencies appear on the same performance document for regular employees and employees in leadership roles.

Example:

Staff 1 receives competency A only

Leader 1 receives competency A & B

This comes from the same performance template and we don't want to use model profiles as the solution. Can we somehow use an eligibility profile or some setup in the performance template to achieve this? Or is the only option to create multiple performance templates?
