Performance process flow starting with worker self evaluation. Before created the performance document can I forward that task?

In update performance document page there is a searching field for performance document status. It shows different status including not started. I tried to forward task of a performance document (which is not created ) using that " Not Started" status. But I couldn't. What is the meaning of that not started status?
