Query on Rating change by HR specialist and CEO after the Performance evaluation done

Dear All,

After the calibration, if employee is not happy with rating, can HRBP or CEO edit the rating or change the rating once Manager completed the Evaluation? 

one option I know that HRBP or HR specialist can Re-open the Performacne document and then again manager will give rating to employees. But I think HRBP can not give the rating on behalf of manager. Please help me with this query
