Can an admin go into a performance form and update ratings for managers?

How can an admin update ratings on a performance appraisal?

Hi.  This is our first time using the performance management module.  A Leader has asked if HR could go in and update the ratings for him.  Is this possible?  If so, does the form have to be in progress or would I be able to access it if the manager hasn't yet created it?
