Manager suggesting goal edits

What is the best way for a manager to provide suggested edits to the employee without going doing it under the "bell"Content
I understand that managers can type in suggested edits to an employee's goals in the comments section after they approve the goal, but if not if they reject the goal. That seems counterintuitive. Is there another way for the manager to provide suggested edits within the system without first clicking on the bell? Thanks
